In atmosphere ,it is in gaseous form(CO2), while in ocean it is in aqueous form(HCO3- or CO3-).

In atmosphere, carbon is in the form of carbon dioxide gas. In hydrosphere(ocean), carbon dioxide gas will dissolve in water forming carbonate and bicarbonate ion(from dissociation of carbonic acid)
