Yes because structure of seaweed same as algae. You can refer Campbell for the right structure of seaweed.

it is the same cause kelp and algae are in the same group which is algae. and we all know the organisms are classified based on their structure

Yes, because seaweed are aquatic and many species made up by phytoplankton.
